Whiteout Survival State Transfer: Rules and Power Lowering Tricks
The exact mathematical formula for the Transfer Pass is not public. The system calculates the cost in real-time based on game data. The required amount ranges from 1 to 50 passes. The number of passes you need depends on two main factors: your Transfer Score and the State Transfer Rating of the target state. If your score is high compared to the top players in the target state, you will need more passes.
Transfer Score Composition
- 1. Your Transfer Score = Furnace Level + Chief Gear and Chief Charm + Base Hero Power + Hero Gear Power + Pet Power + Expert Power.
- 2. Troop Power does not count towards the Transfer Pass calculation because you can hide or dismiss troops at any time. However, it does count towards the total Power Cap.
- 3. ⚠️ Core Mechanism: The system records your data (takes a snapshot) before the event officially starts. You must complete all power-lowering actions before this data recording happens!
| Composition | Can It Be Temporarily Lowered? |
|---|---|
| Furnace Level | No. |
| Chief Gear and Chief Charm | No. You cannot unequip or reset them. |
| Base Hero Power | Yes. You can only do this before the system records your data, by resetting Hero levels to Lv.1 and removing them from the Drill Camp. |
| Hero Gear Power | Yes. You can only do this before the system records your data, by unequipping or downgrading your gear. |
| Pet Power | No. |
| Expert Power | No. |
| Troop Power | It does not count for the pass score, but it affects whether you exceed the Power Cap. |
Q & A:
Can I lower my transfer score and power by unequipping gear and dismissing troops?
It depends on the timing. Before the event officially starts, resetting Hero levels and Hero Gear can effectively lower your total power. This helps you stay under the target state's Power Cap and might save you 1 or 2 passes. However, once the event starts, the system records your data (snapshot). Any actions to unequip gear or dismiss troops will not work after the data is recorded.
Target State's Transfer Rating
- 1. Exact value: The system calculates the sum of the Transfer Score from the top 100 active Chiefs in that state.
- 2. States are divided into groups. The top 20% become Leading States. These states have stricter limits, lower power caps, and higher pass costs.
- 3. The system compares your score to the state's State Transfer Rating. The stronger you are compared to the target state, the more passes you will need.
Transfer Pass Cost Estimation
| Player Type | Typical Passes | Example Scenarios |
|---|---|---|
| Low-Level (Furnace Lv.26 to Lv.30) | 1 to 3 | New or low-power players moving to an Ordinary State. |
| Free-to-play or Regular Players | 6 to 16 | The most common range. |
| Medium-spending Players | 20 to 30 | The core power tier. |
| High-spending or Top Players | 40 to 50 | High-power players moving to a Leading State. |
How to Acquire Transfer Passes
- 1. Alliance Shop: 150,000 Alliance Token = 1 Transfer Pass. This limit refreshes every week. This is the main way for free-to-play players to get passes.
- 2. Paid Packs: The purchase limit resets every month. Buying all available packs gives you about 85 passes in total.
| Price(USD) | Rewards | Limit | Pack Value Ratio |
| $5 | 1 | 0.20 | |
| $10 | 1 | 0.20 | |
| $20 | 1 | 0.15 | |
| $50 | 1 | 0.08 | |
| $100 | 15 | 0.05 |
Key Requirements & Phase Tips
| Requirement | Details |
|---|---|
| Minimum Furnace Level | Lv.26 (Usually the maximum requirement is Lv.30). |
| Cooldown Period | You must wait more than 30 days since your last transfer. You can only transfer once per event. |
| Accounts per State | You can have a maximum of 4 characters per state. |
| Matching Mechanism | States must have the same Hero Generation, the same Fire Crystal Era, and a similar server age. |
| Pre-Transfer Status | You must leave your alliance. Your city cannot be in combat or scout status. Your total power must be under the target state's Power Cap. If your power is too high, you will need a Special Invite. |
| Event Phases | Pre-Transfer Phase (3 days), Invite Phase (2 days), and Open Transfer Phase (2 days). This event usually happens every 4 to 6 weeks. |
| State Quotas | Leading States: 30 players total (20 from Invites, 10 from Open Transfer). Ordinary States: 55 players total (35 from Invites, 20 from Open Transfer). |
Advanced Tips
- 1. Even if you do not plan to transfer, you should buy the limited Transfer Pass in the Alliance Shop every week to prepare for the future.
- 2. You will lose any resources that exceed your Storehouse protection limit when you transfer. You should consume them or convert them into backpack items before transferring.
- 3. Lowering Power: Resetting Heroes and gear before the event starts might reduce the required amount of Transfer Pass. However, the main goal is to avoid exceeding the target state's Power Cap. This saves you from needing a Special Invite.
- 4. Special Invites: Ordinary States receive a maximum of 3 invites per month to recruit top players. These invites ignore the Power Cap. Leading States cannot issue them.
- 5. Estimation Formula: If you do not know how many passes you need, a rough estimate is 1 Transfer Pass for every 20 million actual power. It is always better to prepare more passes than you think you need.
